Introduction
As an organisation with the objectives of bringing together the Free Libre Open Source Software (FLOSS), open culture and open science communities as a means of developing and encouraging Africa’s creative and innovative potential, The African Commons Project welcomes the Draft Bill on Intellectual Property Rights in Publicly Financed Research. We understand and appreciate the Department’s commitment to disseminating innovation in South African research.
The Draft Bill aims to ensure that both the public sector and the South African community at large are able to benefit from the inventions and innovations that are the result of publicly funded research at academic institutions in South Africa. This objective is commendable and long overdue. However, as an organisation researching global best practice in developing innovative economies, we believe that there needs to be a greater balance between the needs for the public to have access to research and development via open access.
