Almost all content broadcast via the ABC is published, very little is "self published".
The ABC/JJJ is a non-profit organization that provides entertainment to the youth of Australia. Part of the ABC/JJJ's mission is to connect art from within the community of listeners to the listeners. Currently the ABC/JJJ present mostly content to its community of listeners that is provided to the ABC via publishing organizations. Youtube and myspace do not pay for use of content to APRA, yet the ABC does. The ABC is advert free.
When considering this idea: APRA maintain a system that provides exposure to published works, not self published works. Self published non-professional artists are not encouraged to join APRA by APRA. With the net and new technologies the amount of content available for use has increased, yet the cost of content via the rights organizations has increased. With the price of content increasing there is little incentive to use self published works.
The community of JJJ listeners could rate content created, the stream of content might be welcomed by many non-profit organizations as they would not have to pay for use of content to APRA.

New upgrades to icommons.org
